Electoral Support to Moldova

 

Description:

The project aims at supporting democratic development in Moldova through strengthening of the electoral processes over the 2009-2013 electoral cycles with immediate emphasis on the 2009 parliamentary elections.

 

Objectives pursued:

  • Improved voter register;
  • Enhanced participation of citizens abroad in electoral processes;
  • Capacity building of electoral bodies and staff;
  • Enhanced transparency of the electoral process through use of media and voter education;
  • Support on electoral legislation and judicial issues.

 

Benefits expected:

  • Increased accuracy of voter lists will increase the credibility of electoral processes;
  • Enhanced participation of citizens will provide for a greater degree of representation in elected bodies;
  • Greater staff motivation, streamlined procedures and improved infrastructure will enable electoral bodies to better manage elections;
  • Greater transparency of the electoral processes will generate more credibility and hence legitimacy of the elected bodies;
  • Improved electoral legislation and judicial handling of electoral issues will enhance management of electoral procedures, and will increase the degree of representation in elected bodies.

Public awareness:

Capacity development activities and the communications strategy will help the Central Electoral Commission better communicate with mass media, political actors and its partners as well as to educate citizens about their electoral rights. Project will help CEC develop a Voter Education campaign plan, messaging, targeting, material design, preparation, distribution and broadcasting. Activities will include production of audio-visual PSAs, leaflets, billboards, and other print material to enhance voter’s awareness of their civic rights and duties.  Project will help build and design the CEC website and, with an addition website targeting eligible voters, will further disseminate information about the Moldovan election cycles and civic education material and events.  A Media Center will be created to further strengthen the relationship with the media, facilitate the flow of electoral information to the public and increase the transparency of elections results.  The project will also deliver extensive media training and coaching on Public Affairs for CEC permanent staff and Secretariat (apparatus).

Noteworthy:

The Central Electoral Commission is a key role actor in the Moldovan electoral process. The outcomes of this project are important in promoting an improved representative democracy in the Republic of Moldova. The ultimate beneficiaries of this project are Moldovan citizens who with an improved electoral process, greater transparency of the electoral process and improved capacity for citizens abroad to participate in national and municipal elections as a result they will play an enhanced part in country's democratic development and decision-making processes.
