MDGs in MoldovaDiscussions concerning the Millennium Development Goals (MDGs) started in the 1990s, and a global agreement on the Goals was achieved during the Millennium Summit in September 2000, when 189 countries of the world—including Moldova—signed the Millennium Declaration. The commitment to the MDGs was confirmed during the September 2005 Celebratory Session dedicated to the Sixtieth Anniversary from the Foundation of the United Nations. The Republic of Moldova participated in the two events by delegating the highest-ranking representatives: President Petru Lucinschi signed the Millennium Declaration in 2000, and President Vladimir Voronin confirmed this commitment in his speech addressing the Global Summit in September 2005. The Millennium Development Goals, which have been adapted to Moldova’s priorities and context during a participatory process organized with UNDP support, are reflected in the Economic Growth and Poverty Reduction Strategy adopted in 2004 and will contribute to the implementation of the Moldova-EU Action Plan. Being both ambitious and realistic, the Millennium Development Goals are the direct and authorized expression of the national development priorities. As requested by the United Nations Secretary-General, the United Nations Development Programme ensures within the UN system the coordination of efforts directed at achieving the Millennium Development Goals and creating development partnerships. Millennium Development Goals Report:„New Challenges – New Objectives”Seven years after the signing of the „United Nations Millennium Declaration: Human development – a paramount objective”, the Republic of Moldova presents its progress and contribution to the achievement of MDGs. In the draft National Report „Millennium Development Goals Report:„New Challenges – New Objectives”, the Government proposed revised targets and indicators, new methodological issues in line with the current situation and progress made.
The first Millennium Development Goals Report in the Republic of Moldova
The Report’s purpose was to inform the public, build stronger alliances, renew the political commitment and help the country establish strong, well-funded and reliable partnerships needed to achieve the Millennium Development Goals. One of the efforts to fulfil the Goals was the assessment of the MDGs in Moldova from a gender perspective, which was carried out in 2006 upon UNDP’s request by a UNIFEM expert. Also in 2006 an assessment was made as to the human and financial resources needed to achieve the MDGs. This assessment provided a clear estimate of the costs associated with MDGs fulfilment in Moldova, which allowed the Government to focus its domestic planning and foreign resources mobilization efforts. In October 2006, the Government of Moldova launched a campaign to promote the Millennium Development Goals and raise the public’s awareness of the importance that each citizen contribute to the achievement of the country’s development objectives. The main TV and radio stations in Moldova broadcast video and audio promotional materials carrying MDGs-related messages. Also, billboards were set up and MDGs-related media training courses, conferences and debates organized. The information materials used in the MDGs campaign were produced with support from the United Nations Development Programme, which provides technical assistance to the Government in the implementation and monitoring of the Millennium Development Goals in Moldova. “The Millennium Development Goals promotion campaign is seen by the Government of Moldova as one of the most important actions for the intensification of the community dialogue, with the aim of ensuring the participation of all social groups in the process of decision making”, declared Prime-Minister Vasile Tarlev at the campaign’s launch. |
